Jean Pierre Charbonneau is an urban planner, and cultural and urban policies’ consultant. He currently advises the Metropolitain Areas of Bordeaux, Montpellier and Plaine Commune (Seine-Saint-Denis) ; the cities of Lyon, Périgueux and Bienne (Switzerland) ; and SIRCHAL, a development programme for the big cities’ city centre in Latin America. He is also in charge with Bas Smets, landscape planner, of Brussels’ North Station (Gare du Nord) surroundgins planning, and in collaboration with Alfred Peter, landscape planner, he works on Bordeaux’s pedestrian plan.

He assists local councillors and administrations in the formulation of urban policies: Lyon, Copenhagen, Bordeaux, Montpellier, Périgueux, Saint-Denis, Saint-Etienne, Lilles, Naples… He helps organising means and methods to successfully complete the projects that make them concrete and lead them to realisation. He participated to the creation or regeneration of more than 1,300 public spaces in approximately fifty cities. He works at the metropolitan scale as well as the local scale and was involved in numerous territorial projects: Saint-Denis ‘ city centre, Saint-Ouen’s docklands, Euroméditerranée in Marseille, ‘Paris Rive Gauche’ (river bank in Paris), the new Lumière Plan (lighting) in Lyon, the Public Spaces Plan of Copenhagen… He intervenes on all urban matters: transports, disadvantaged areas, public spaces, housing, retail and business, green spaces, river banks, infrastructures, art… He contributes to giving to the public space its role in cities’ wellbeing, whatever the place and he built a knowledge on this topic, illustrated in two books: “Arts de villes” (Arts of cities) and “Transformation des villes modes d’emploi” (Cities’ transformation, mode of action). He writes a large number of articles, participates to conferences worldwide and is a founding member of Tous Urbains journal (All Urban).

He seeks to enrich urban action through culture (artists and designers in Saint-Etienne, Jardins de rue Festival (Street gardens Festival) in Lyon, invariable appeal to creators of all kinds). He is interested in functions and the sociological dimension, holding consultation as a core component of urban planning practice.

He has acquired the capacity to adapt his practice to different contexts, including temporally. Thus, concurrently with great projects (riverside of the Rhône in Lyon, Confluence in Saint-Denis), he develops planning methods aiming at “making more and better with less”, to rapidly improve the everyday life quality of neighbourhoods through multiple low cost actions (Montreuil: “small proximity spaces”, Bordeaux: “planning new modalities”, Montpellier: “fix the city”, Plaine Commune: “Public spaces differently”).

Considering the urban transformation as a political and social evolution’s lever, he carried out various projects abroad and is an expert with SIRCHAL (Colombia, Venezuela, Peru, Brazil, Costa-Rica) in Latin America and with the Institut Français (French Institute) in Colombia and India. He also learned to adapt responses to local contexts.

He was nominated for the Grand Prix of Urbanism in 2002.

CONSULTANT IN URBAN POLICY

BORDEAUX’S METROPOLITAN AREA since 2012

He assists local councillors and the administration in the definition and implementation of a metropolitan scale policy called « the new planning modalities in public spaces ».

That new way of producing urban spaces aims for the realisation of low cost projects, solicitous of functions, with consultation, integrating nature and promoting walking. The proposed strategy, unanimously adopted after a vote, became one the metropolitan policy’s main approaches.

Since then, it has been implemented in all the projects. He also provides the Project Managers with guidance and training on topics such as the organisation and method, in particular with respect to consultation processes, planning, functions and projects’ quality.

Presently, he accompanies more than eighty projects in the metropolitan area, dealing with diverse typologies: streets, squares, public estates, transportation lines, new districts, boulevards… It will represent 150 sites by 2017 and eventually all community spaces should be concerned.

MONTPELLIER since 2015

He assists local councillors and the administration in the definition and implementation of the “Public Spaces Fixing Plan” (Plan de reparation des espaces publics). He helps the city defining the strategy to apply to take action. He advises the administration regarding its organisation to realise the Urban Project and assisted in the monitoring of projects, notably with regards to their quality level for each space, the consideration of uses, and consultation processes. At this stage, they are undergoing a genuine action plan. He describes what is going to be done each year and brings adequate responses, from complete transformation to simple use-changes, or reinforced management.

MONTREUIL since 2012

He assists the city’ local councillors and administration in project building and monitoring of a daily public spaces’ qualification policy: the “small Spaces differently” (les “petits Espaces autrement”)/ Around 20 projects were analysed and implemented in one year and a half, others are currently under study, and so on. The objective is also to make the methods and outcomes obtained useful for all the city’s projects, allowing the city’s services to deepen their practices in terms of consultation, and quality of the realisations.

The consultant now ensures this policy’s monitoring for several years with the Public Spaces Department, by counselling elected councillors, Project Managers and prime contractors on programs, quality of realisations, capacity to meet the uses needs, consultation, sobriety…

PLAINE COMMUNE since 2014

He assists local councillors and the administration in the implementation of a public spaces’ qualification policy in the districts, integrating a new approach to consultation and uses and in order to produce inexpensive projects. This strategy, aims for improvement by simple actions for everyday life in neighbourhoods where no heavy projects are planned. It also intends to solve resources decrease by developing inventiveness relying on the territory’s creativity. The consultant has to help defining new methods and assists monitoring projects. The operation just started.

LYON CITY and GREATER LYON (metropolitan area)

From 1989 to 2001

City and Urban Community’s former Urban Planning Officer’s technical adviser.

He had the task of organising, implementing and monitoring the Greater Lyon’s public spaces planning policy, in relation to the local authority’s services. More than 300 spaces were regenerated in 10 years in all municipalities, all neighbourhoods, and all typologies. He also advised on the Urban Social Development policy (Vaulx-en-Velin, Vénissieux, La Duchère…) and great urban programs.

He participated to the realisation of projects monitoring methods, such as public spaces projects: programs, unity strategies taking local diversities in consideration, spaces vocabulary, consultation techniques…

City of Lyon since 2001

Urban Planning Officer and vice-president of Greater Lyon’s technical adviser. In 2001, he assisted the administration to Lyon Urban Project’s policy design.

He advised the Green Spaces Department on the introduction of flowers and green spaces. In 2006, he organised a conference called “City/Nature”. In 2010, he formulated a short term and large scale “vegetalisation” strategy for Lyon, in order to fight climate change. In 2011, he wrote a strategic report describing a methodology to develop biodiversity and green corridors for the City as a whole and two specific wards.

Since 2001, he advises Lyon’s Department of Public Lighting on lighting. In 2005, he participated to the formulation of Lyon’s new Lighting Plan and since then he contributes to the follow-up and implementation of hundreds of projects. He also wrote a strategic report called “the new era of lighting in Lyon”, consolidating this aspect of Lyon’s culture and orienting the effort towards sustainable development as well. In 2014, he assisted the Department of Public Lighting in the Lighting Plan management of the CBD (La Pardieu).

Greater Lyon from 2001 to 2011

He was councillor for the Department of Urban Development and responsible for the new planning programs: public spaces, transportation, sensitive neighbourhoods, new developments, industrial areas, quality of life, boulevards, etc.

He imagined the concept of anticipatory planning, which refers to short-term and affordable initiatives that aim at rapidly improving the quality of use and a site’s landscape. It was conducted in Lyon (ward 8) or in neighbourhoods subject to Renovation Program (ANRU) in Greater Lyon, in order to accompany those sites during their mutation.

He elaborated new principles and planning methods for public spaces, implemented by supporting the Public Spaces Resource Group of Greater Lyon. It was a place culture sharing for project managers. He made a study on the planning of industrial areas in the Metropolitan Area, to integrate them into green and blue corridors.

SAINT-DENIS

From 2001 to 2008

He was a councillor to politicians and the administration, for the city centre (110ha), in charge of the formulation and the implementation of urban projects. The objective was to restore the quality of the core that was then overcrowded, by improving public spaces (squares, streets…), organising uses and functions (accessibility, parking…) and reinforcing retail. The urban project relied on community involvement and gave birth to 45 actions: renovation of places, habitat, restructuration of the market, of parking lots and of infrastructures…

Afterwards, he helps the local authorities to implement each and every action and to coordinate with similar projects (tramways, new developments, etc) in accordance with the overall project and with the community’s involvement. Everything was realised in a very short period of time (2001-2007), the city welcoming the Rugby World Cup in August 2007. This project was chosen by the Urban Planners French Society to represent France for the 2008 European Urban Planning Prize. It was rewarded the European Planning Prize in 2009 in Bologna, Italia.

From 2008 to 2014

He advised Saint-Denis’ Local Authority and Plaine Commune (the broader metropolitan area) on projects concerning the city-centre: Brise Echalas, Porte de Paris to reduce poor quality housing. He also worked on the new developments in Porte de Paris and Gare Confluence where housing, offices and infrastructures are being built but also where the public space is entirely reconfigurated in expectation of the arrival of two new Tramway lines.

COPENHAGEN 2003-2008

He was a technical adviser in charge of the formulation, implementation and assessment of a public spaces planning policy. It gave place to “Copenhagen Urban Space Action Plan” (CUSAP), which defined objectives (a modern, lively, comfortable and sustainable city), project sites (new territories, existing neighbourhoods, port) and lastly the link to form between them. Methods were created that concerned the role of the project manager, private actors’ involvement, community participation strategies and decisional and assessment models. Since 2006, the CUSAP is implemented. It has vastly contributed to the Green Agenda and Blue Agenda (especially with regard to the port) and the Lighting Plan.

He also advised project managers on the new programs’ urban quality concerning public spaces, cyclists and pedestrians’ mobility, uses, the development strategies to realise.

SAINT-ETIENNE 1996-2009

He advised Saint-Etienne’s Local Authority to formulate, implement and assess the City’s urban policy and its link with the cultural policy. He helped the Local Authority to express it urban project and to organise their role and methods to implement it (community involvement, agendas, projects). He contributed to the assessment of the projects’ quality until completion. It concerned: urban spaces, tramways lines, poor neighbourhoods, city-centre revitalisation, new developments.

The urban planner realised a Workshop for youth creators that was linked to the technical services and participated to the renovation of more than 150 sites in 6 years. Saint-Etienne’s Local Authority was rewarded with the Urban Planning Great Prize of the Moniteur (a French famous newspaper) in 1999.

MULHOUSE 2012-2014

He was in charge of assisting local councillors and the administration to formulate their urban project and to launch its realisation. It relied on intense community participation and led to the formulation of “Projects Notebook” to provide the City and Metropolitan Area with coherence in their actions. The Local Authorities vast projects (a fast speed train station, the renovation of several sites…) were complemented by “Neighbourhoods’ Action Plans”. Conceived by the consultant and elaborated with local actors’ participation, they concern territories that are not undergoing heavy projects. Their goal is to improve public spaces, services, everyday life very quickly and easily by coordinated public actions. One of the key concepts was also that of “Mulhouse, a core of the Rhine space”, revealed by a specific way of renovating the DMC brownfield (80,000sqm). Following this project, the local authority’s services reinforced their coordination and methods.

SAINT-ETIENNE METROPOLITAN AREA 2008-2009

He ensured the task of assisting the local authority’s services on the topic of the methods to implement in large projects: The Le Corbusier site in Firminy, the Museum of Modern Art DOA, the Saint-Chamont GIAT… It was based on giving recommendations on urban development strategies to be built, on the quality approach, on the integration of consultation and partnership, on the introduction of temporalities by imagining actions of anticipation and dynamisation for sites.

AMIENS METROPOLITAN AREA AND AMIENS 2008-2009

Guiding for the local authorities’ services to organise actors and the implementation of planning processes for Amiens’ deprived areas (Etouvie and Northern Neghbourhoods). He elaborated and implemented the basic principles for a qualitative and urban approach for the new public transport lines.

LILLE 2001-2003

Technical adviser fot Lille’s Mayor. He was in charge of the city’s urban project to contribute to the implementation of human resources to apply it (services organisation, reorientation of their tasks), to guide projects’ conception and follow-up, to help with training (programs, orders, consultation, animation…), to integrate a cultural dimension to urban action. This step allowed to launch a large number of operations on Lille’s territory in the centre as well as in the periphery and to build at the same time the humans and organisational means to lead the projects, in relation with Lille Metropolitan Area. All typologies of urban action were concerned: infrastructures, public spaces, habitat, public transportation, etc.

CERGY 2001

He provided an expert assessment to the city of Cergy in order to help it conceive a public spaces urban policy. This task embodied recommendations in terms of methods, management and organisation.

GRENOBLE 1998-2000

He was technical adviser for the Political councillor in charge of Urban Planning for the organisation of urban planning policies (public spaces, public transportation, deprived areas, new development programs…)

NAPLES 1997

He was a technical adviser for the Political councillor in charge of Urban Planning. He proposed the content and methods for an urban planning policy (public spaces, public transportation, deprived areas, infrastructures, boulevards…) taking into account the city’s context and relying on its own competences.

URBAN PLANNER, EXPERT

BORDEAUX METROPOLITAN AREA 2015

He was with Alfred Peter (landscape planner) and Samuel Maillot (mobility engineer) in charge of the conception of Bordeaux Metropolitan Area’s Pedestrian Plan. It consisted in proposing a pedestrian development strategy for all urban scales and relying on already existing projects and their managers.

BRUSSELS ongoing

Laureate with Bas Smets (landscape planner) and BE Greitsch of the Public spaces planning competition for Gare du Nord’s surroundings in Brussels. They notably proposed an economical and efficient planning technique that aims at qualifying all sites while preserving when possible. Studies are still ongoing and the consultation is accompanied by events.

CITY OF BIENNE, SWITZERLAND since 2012

He advised the local administration and the electricity management company to develop and implement public lighting.

SAINT-DENIS Le Confluent 2008-2014

He was an urban planning adviser for the “Confluence” site in Saint-Denis. He assisted Plaine Commune (Metropolitan area) and the City to coordinate and ensure the quality of 60 projects (2 tramway lines, public spaces, 2 new neighbourhoods, a restructured train station, deprived housing, retail).

This site was the object of strong social difficulties due to drug trafficking (squatting, dealers) that complicated the urban approach.

He also advised on consultation, temporalities and the link with a cultural policy.

VAL DE MARNE (French department) 2010-2013

With regards to the renovation of the Departmental Road n°7 (ex National Road n°7) and to the construction of the tramway line n°7, he advised on the integration of the local life and activity during and after works are completed: what measure to adopt? How to organise works? He facilitated the project appropriation by the public by simplifying the presentation of complex programs, notably plannings. He helped to communicate by linking communication actors with project managers. He then realised the methods analysis to foster improvement.

PARIS Greater Quartier Latin 2011-2012

He was co-contractor with the AUC for a study entrusted by the City of Paris and aiming at communicating about Paris as a student city and at improving the functioning for universities, students, professors and researchers. The team proposed actions on public spaces and notably on the link between different aspects and places: university sites, transports, services, signage, culture and new technologies.

CAEN La Presqu’île 2011

He was co-contractor with the AUC and Sleth Architects (Copenhagen) for a study about an urban project on the central site of Caen representing more than 300 ha and which was going to be the developing site for Caen.

ANVERS Neue Zuid 2011

He was co-contractor with the Dutch architect Paul Robbrecht for a study on the international definition of Anvers’ urban development towards the South in a territory taken on highways infrastructures to reorganise (housing, offices, landscape, mobility, transport, pollution, noise). The project was second among the 5 European teams selected to participate to the first round.

SAINT-OUEN the Docks 2008-2011

He advised the planning company SEQUANO on the future public spaces and their function, their use and their meaning. The program the Docks consisting in 110ha is one of the largest projects of Paris Metropolitan Area. He proposed uses for the future, he facilitated the link between the existing city and the new site and helped with the project’s consultation process and communication.

SIRCHAL since 2000

He is an expert for SIRCHAL, an exchange program between Latin-American and French professionals on the topics of urban, social and cultural development for large cities’ city centre in Latin America. He participated to the following missions:

He also took part to the organisation and animation of two workshops in 2006 in Saint-Denis and in 2007 in Aubervilliers, Stains and Saint-Denis hand in hand with Leo Orellana, SIRCHAL’s coordinator. They gathered professionals and local authorities on the topic of city-centres from cities located in 16 different countries in Latin America.

PARIS METROPOLIS 2010-2011

He was an expert for the IAU and Paris Metropolis that gathers almost 200 cities and metropolitan areas in Paris Region. He dealt with the implementation and management of the call of projects “110 initiatives for the Metropolis”.

PUCA 2010

He was an expert for PUCA, a research institution from the Ministry of Ecology and Sustainable Development. He worked on the POPSU program to analyse the European Cities’ mobility policies (London, Paris, Amsterdam, Lyon, Vienna, Lausanne, Copenhagen) and their translation into urban spaces.

PARIS 2009

He was asked by the Urban Planning Direction and the Public Councillor in charge of Public Spaces to explore what the City of Paris’ public spaces policy should be considering new urban uses and the way it has to be organised and managed.

PLAINE COMMUNE Scot 2004-2005

He was in charge of the “landscape and urban spaces” section of the SCOT in collaboration with the Compagnie du Paysage and Chris Younés, philosopher.

He produced a study and scenarios regarding the future of this territory of 8 cities (Saint-Denis, Aubervilliers, La Courneuve and Epinay…). He proposed a prospective approach but also to advance specific actions and planning methods adapted to the site. Anticipating actions with the objective of improving comfort have been proposed completing traditional developments.

PARIS 2004

He was expert with the City of Paris’ Urban Planning services to critically assess urban programs realised in Paris between 2001 and 2004. It consisted in bringing a professional eye and animate an analysis process involving the City’s services. It is important for the results to be shared because the services produce the Parisian public space. New orientations have emerged like changing uses only by managing spaces differently, method that was applied on the Seine’s riverbanks for example.

This organisation is in charge of helping the northern part of Paris to develop (33 cities). He assisted Plaine de France to elaborate an action plan and to implement it in terms of human resources, methods and conditions.

GREATER LYON 1987-1989

He was project manager in Greater Lyon for the Minguettes (public estate in Lyon) and to develop the neighbourhood (10,000 homes) considered as among the French most sensitive ones.

CULTURAL POLICIES ADVISER

LYON 2001-2006

He was the founder and organiser of the “Street Gardens Festival” with the Green Spaces and highway departments of the City and Chantal Dugave, artist. The principle was to implant square of gardens in large roads in order to reorganise uses and create landscape quality and comfort without expansive work.

Artists, architects, designers were solicited during the two Festivals in 2004 and 2006.

He participated, along with Lyon’s Public Lighting Department to conceive the new Lighting Plan of the city to complete the 1989 one and give it a new meaning with art and creation. He follows since then its implementation with Lyon’s Lighting Group.

ROUEN 2006-2008

He was in charge of the implementation of several creative and participative gardens in the public estate neighbourhood of Hauts de Rouen. He imagined and organised the creation of integrated sheds by artists to bring a new playful and poetical dimension to places.

SAINT-ETIENNE 1996-2009

He proposed and implemented a community outreach policy with the City’s services to involve young local artists (designers, artists, architects) in the conception of public spaces and in festive manifestations. More than 150 sites were set. He worked in collaboration with the School of fine arts and the School of architecture.

After 2001, this task was pursued by reinforcing the link between urban and cultural policies, notably thanks to the proposal of a “City’s Party” in 2005 that mobilised creators (plastic arts, dance, architecture, theatre), associations and the community.

SAINT-DENIS 2001-2014

A cultural and festive project was created with the city’s Culture Department to coordinate manifestations during the city’s renovation. Creators (plastic artists, designers, graphic designers) were integrated in the different projects’ conception and a close bond was built between renovating spaces, history and archaeology thanks to the continuous involvement of Saint-Denis’ Archaeology Unit. This cultural project was declined progressively in the Confluence site that had become the major urban topic after 2008.

MINISTRY OF CULTURE 2000-2003

He advised the Ministry of Culture’s Architecture and Patrimony Department nominated by François Barré (director) to helps in the conception of Cities Conventions. They aimed at helping local authorities in their search for quality and urban culture by involving makers and coordinating local cultural actors on the topic. He analysed urban and cultural policies in Grenoble, Lorient, Rennes, Concarneau, Port Saint-Louis, Chambéry, Annecy and Amiens to gather content for State/Cities conventions.

PARIS RIVE GAUCHE 2001

He was in charge of proposing a coherent social and cultural development project to fit and strengthen the ongoing urban project for the SEM (semi-public institution) Paris Rive Gauche. The proposal relied on already existing cultural initiatives and provided them with a framework to expand their impact. They put in place conditions for Paris Rive Gauche to become a resourceful place for prestigious universities in charge of forming urban practicioner (ENPC, Sciences Po, Val de Seine School of Architecture). Lastly, it detailed the necessary means and methods to galvanise consultation practices.

LYON 1995 – 2001

He advised Mrs Mollard (Political councillor for Lyon’ Mayor) to implement and assess a cultural policy in Lyon’s deprived areas and the festive policy. He organised Lyon Lighting Festival that is now happening every year.

He advised Greater Lyon and SYRTAL (Transport organisation company) to build complex operational projects in relation with creation (public transportation, public art, lighting, parking, tube stations, urban furniture, design, signage, gardens).

He integrated writers’ contributions (“Lyon, written city”) and comics illustrators (“Lyon, Comics Neighbourhood) to elaborate public spaces programs in Greater Lyon.

He was an artistic adviser for Rennes in charge of the formulation of a policy to foster artists’ participation in planning programs and public buildings in the city.

He organised and animated “Scènes de rue” (Street Scenes): conferences in public spaces with various guests (Marie Desplechin, writer; Thierry Paquot, philosopher; Michel Lussault, geographer; Gilles Stassard, cook; Alexandre Chemetoff, landscape planner; Bernard Devert, real estate agent and prest). Then he conducted “Conversations de bistrot” (Pub Conversations) with Ruedi Baur, Pierre Christin, Daniel Humair, Maud La Floch…

SAINT-ETIENNE 2005

He participated to the organisation of “The Transurbaines” (Transurbans) manifestions, a city fest.

He organised the Urban Project Workshop work animated by Ariella Masboungi on the topic of Saint-Etienne’s development. He also coordinated the conference that returned the results to Saint-Etienne’s community.

LYON 2004-2006

He organised the 2004 and 2006 editions of the Street Gardens Festival with Chantal Dugave and the City-Nature conference that followed. He organised Ariella Masboungi’s Urban Project Workshop on the topic of public spaces in Lyon.
